尊敬的各位外國總領事，

朋友們，同事們：

我十分感謝霍副主席、董特首及各位朋友今晚出席我的到任酒會。各位的光臨，是對特派員公署的莫大支持。我和我的同事向各位表示熱烈歡迎。

女士們，先生們，

二十一年前，中國政府根據鄧小平先生提出的“一國兩制”和平統一祖國的偉大構想，與英國政府開始了將近兩年時間的歷史性談判，雙方於1984年12月19日正式簽署了《中英關於香港問題的聯合聲明》。根據聯合聲明，中華人民共和國政府自1997年7月1日起，恢復對香港行使主權，自此，香港的歷史翻開了新的一頁。

中英聯合聲明簽署之後，全國人民代表大會又於1990年4月批准了《中華人民共和國香港特別行政區基本法》。《基本法》對中央和香港特別行政區的關係、香港居民的基本權利和義務、香港的政治體制以及香港的經濟、法律制度等都做出了明確規定，充分體現了“一國兩制”的原則。《基本法》是保持香港長期繁榮穩定的根本大法。

香港迴歸六年多來，中央政府全面貫徹“一國兩制”、“港人治港”、高度自治的方針，嚴格按照《基本法》辦事，全力支持行政長官董建華先生領導的特區政府依法施政，全力支持和幫助香港特別行政區克服各種風險和困難。

回顧六年多的迴歸史，香港的經濟、社會、法律、文化、教育、宗教制度沒有改變；香港同胞發揚愛國愛港的光榮傳統，履行了當家作主的神聖權利和職責，在國際上享有的尊嚴和地位空前提高；香港依然擁有世界營商環境，仍然保持着國際金融、航運、貿易中心的地位。香港迴歸六年的偉大歷史實踐，得到了

廣大香港同胞和全世界一切盼望祖國早日實現和平統一的炎黃子孫的一致擁護，也得到了國際社會的廣泛讚譽。

誠然，“一國兩制”是一項嶄新的事業，並無前人經驗可循，它需要在不斷的探索和實踐中加以逐步完善。在這期間，出現一些困難和問題是在所難免的。這裏需要強調的是：任何困難都不可能動搖中國政府和中國人民堅定不移地按照鄧小平先生提出的“一國兩制”原則實現香港長期繁榮穩定和祖國完全統一的決心！女士們，先生們，

當前，香港同東亞一些國家和經濟體面臨着一些十分類似的經濟困難。造成這些困難的原因是多方面的。中央政府為了支持香港經濟，及時出台了CEPA，並決定陸續放開部分內地城市居民赴港旅遊限制，支持香港的旅遊業。同時，中央政府鼓勵廣東省同香港、澳門建立更加密切的經濟合作關係，發揮一盛兩區強強聯合的優勢。正如温家寶總理前不久在北京會見董特首時所指出的，凡是有利於香港繁榮穩定、有利於香港和內地共同發展的事情，中央政府都將給予全力支持。偉大的祖國永遠是香港發展和進步的堅強後盾。女士們，先生們，

迴歸六年來，中國外交部駐香港特派員公署一直嚴格遵循《基本法》第十三條規定，肩負起了行使外交主權的光榮使命，同時，公署一直堅持外交為祖國經濟建設服務，為香港繁榮穩定服務的指導思想，在促進香港的國際交往，保證特區積極參與國際合作，保證香港迴歸前後所承擔的國際權利和義務的有序銜接，保護香港各界同胞在海外的合法權益等諸多方面，積極開展工作。在這一過程中，特派員公署的工作得到了特區政府的大力支持與合作，也得到了各界朋友的理解和幫助，我對此深表謝意。

中央政府任命我繼任外交部駐香港特派員工作，我感到十分光榮而又責任重大。我是中國外交部的一名老外交官，但在香港事務方面是一名新手。我一定在前任工作的基礎上，帶領全體同事，與時俱進，開拓進取，恪盡職守，潛心工作，為維護國家主權，促進香港以更加活躍的姿態參與國際合作，保護香港同胞在海外的合法權益，促進香港的長期繁榮穩定，奉獻一份力量。我相信，我的工作一定會得到特區政府一如既往的支持與合作，一定會得到各界朋友的關心和幫助。
