1、加強支部內部團結，充分發揮出整體效能。為了增強支部內部團結，我們認真貫徹團黨委關於支部建設的指示精神，逐項抓落實。首先，對支部進行了為期5天的整頓。在整頓中，組織支部“一班人”重新學習了黨的基礎知識，按照《黨章》的要求，對思想上、工作上存在的問題，認真進行解剖，找出癥結，明確了努力方向。同時，相互之間開展交心通氣、批評與自我批評等活動，並對一名工作消極、鬧轉業的支部委員進行了重點幫助，使他認識了錯誤，以新的姿態投入了工作。其次，認真落實黨的組織生活、評議黨員、報告工作等7項制度，依靠制度來管組織、管黨員，努力造成每個黨員都要自覺地接受黨組織管理和監督的環境，從而增強了黨支部的凝聚力和戰鬥力。

2、發揮羣眾的監督作用，努力樹立良好風氣。我們把切實發揮羣眾監督作用作為黨支部建設的重要環節來抓。針對市場經濟條件下黨風黨紀建設的新特點，我們制定了《黨支部保持廉潔的7項規定》，並發動羣眾監督執行。8月份，連隊擔任營房建設任務，各種建築材料應有盡有，連隊幹部沒有人拿一塊木板一顆釘。連隊庫房裏也經常儲藏一些雞、蛋、魚、肉，連隊幹部沒有開過一次小灶，沒有用公家的東西送過一次禮。在轉志願兵、評先進和選調人員學技術等問題上，均由羣眾推薦，黨支部審查決定。連隊幹部不拉關係，不走“後門”，不搞個人説了算。

3、強化黨員表率作用，提高了黨員威信。我們把發揮黨員幹部的表率作用，視為增強黨組織凝聚力、戰鬥力的重要因素。一年來，我們主要抓了兩個環節。一是思想引導。教育黨員幹部事事處處模範帶頭，以身作則。通過開展“三想”、“兩比”活動(即想自己在入黨志願書上是怎麼寫的，想自己在入黨宣誓時是怎樣講的，想自己在平時是怎麼做的;與先進人物比思想境界，與身邊羣眾比貢獻大小)，使黨員時刻不忘自己的模範作用。二是組織約束。黨支部堅持對黨員幹部的教育嚴於羣眾，要求高於羣眾，交給的任務重於羣眾。定期對黨員幹部進行評議，對有缺點或錯誤的黨限期改正。黨支部還根據需要不定期地進行以查表率作用為主要內容的思想整頓，使黨員的表率作用得到了更好的發揮，黨員的威信大大增強了。今年有5名黨員被團評為優秀黨員。

(二)紮紮實實地抓好專題教育，着眼於提高全連官兵的政治素質

由於我軍建設指導思想實行戰略性的轉變，加上市場經濟迅猛發展對部隊建設的影響，尤其是蘇聯解體、東歐鉅變，廣大指戰員的思想出現了許多新的情況和問題。為了使幹部戰士的思想認識適應新的形勢，我們依據上級有關政治教育的指示，結合連隊幹部戰士的思想實際，主要開展了四個專題的教育：

1、針對國內外形勢，狠抓了堅持四項基本原則的教育。我們把深入進行四項基本原則的教育，作為保證我軍在政治上永遠合格的重大措施來抓。首先，認真組織幹部戰士學習了《人民日報》的重要社論和中共中央、有關指示精神，使大家自覺地與黨中央、在政治上、行動上保持一致。其次。緊密聯繫實際，灌輸基本道理，從根本上澄情是非，統一思想。通過舉辦理論講座等形式，使大家進一步堅定了社會主義信念;再次，舉辦了“愛我中華”讀書演講會和“堅定社會主義信念”有獎徵文活動，加深了對社會主義制度優越性的理解。

2、圍繞連隊中心工作，深入進行“四有”教育。一是引導幹部戰士好行“自尊、自強、自愛、自育”的自我教育，深化革命人生觀教育。二是開展爭當“四有合格兵”活動。把“四有”四個方面的要求與部隊工作、軍事訓練等聯繫起來，鞏固發展了教育成果。三是運用理論討論和演講等形式，澄清了“四有”教育中的模糊認識。四是開展了連隊幹部帶頭講理想、講黨性、做“四有”新人的活動，促進了“四有”教育的發展。通過“四有”教育，湧現了一批先進人物。如家往廈門特區的戰士王××，家裏是經銷家電的個體户，財產600多萬元，服役期剛滿，家裏就來電催其退伍。由於工作需要，連隊決定他繼續留隊，他愉快地服從了，並用4個月的時間革新了火炮瞄準裝置，獲軍區技術革新二等獎，榮立了三等功。

3、根據上級指示，認真進行法律常識教育。我們組織幹部戰士學習了全國人大會《關於加強法律教育，維護安定團結》的決定，系統地上了《法律常識》課，還組織了法律知識競賽，到地方參觀違法犯罪的實物展覽等活動，從而增強了幹部戰士知法守法的自覺性。今年來，連隊沒有發生違法現象，在上級組織的法律知識考核中，人人都拿到了合格證書。

4、從連隊實際出發，搞好經常性思想教育。強有力的經常性思想教育，是保持部隊高度穩定、提高部隊戰鬥力的重要保證。基於這一認識，我們抓了三方面的工作：一是針對社會和家庭對戰士政治思想方面的影響越來越大的情況，打破以往“閉營自教”的框框，大力開展部隊、地方政府、戰士家庭“三方聯教”的活動，促進了部隊穩定。戰士不安心動服役、拍假電報、不服管理等老大難問題均得到了較好的解決。二是建立健全以黨員、團小組長和其他積極分子為主體的思想骨幹隊伍，經常向他們交任務、提要求、傳方法。由於思想骨幹積極開展工作，形成了先進有人及時贊，後進有人及時幫的新面貌。三是在政治工作方法上我們做到了5個結合：即灌輸革命道理與傳授文化知識相結合;解決思想問題與解決實際問題相結合;部隊教育與社會教育、家庭教育相結合;普遍教育與個別教育相結合;民主討論與自我教育相結合。這些方法增強了經常性政治教育的有效性。

(三)積極穩妥地改革訓練方法，提高練兵積極性

軍隊建設指導思想實行戰略轉變後，我們堅持不懈地把軍事訓練作為連隊的中心工作來抓，促進了連隊全面建設。

1、想方設法調動幹部戰士的練兵積極性。年初，連長傳達了團關於《XX年軍事訓練的指示》，指導員就如何完成訓練任務作了動員，提出了具體要求。在此基礎上，個階段，由於往年基礎訓練時間過長，影響了合同訓練。我們根據戰士實際接受能力和領導科學的有關原理，在不減少《訓練大綱》規定的訓練內容和總的間的前提下，調整了部分課目的先後次序和時間劃分，使學得快的戰士減少陪練和重複訓練，學得慢的戰士加大了壓力，既全面激發了練兵熱情，又加強了合同訓練。二是改變訓練編組。每個專業組分為“大綱標準組”和“強化標準組”。訓練中，半個月考核一次，連續3次達到大綱標準的，升入“強化訓練組”，從而充分挖掘了戰士的訓練潛力。三是採用科學訓練方法。先後施行了“網絡法”、“模擬法”、“目標激勵法”典型引路法”等，通過訓練方法改革，全連幹部戰士軍事素質明顯提高。

(四)從增強行政管理工作的科學性入手，克服“鬆”、“散”現象

我連針對過去行政管理中某些“鬆”、“散”現象，在管理工作中大力提倡敢於碰硬的，鼓勵幹實的，主動抓難的，從而增強了管理工作的主動性。

1、實施目標管理。我們根據條令、條例的要求，對全連各類幹部、骨幹、值班值日人員，都制定了具體的責任目標;對軍容風紀、作風紀律、內務衞生等制訂了具體標準細則，並通過打分進行量化。在此基礎上，建立考評、獎懲等制度。每週進行一次評比，將結果公佈在“評比欄”上。改變了過去“戰士靠自覺，幹部靠經驗，檢查評比憑眼力，總結講評憑印象”的管理模式，增強了自我調節能力。

2、把管理與教育結合起來。我們堅持把管理與教育有機地結合起來，廣泛開展談心活動，經常和戰士的家庭取得聯繫，架起了幹部與戰士、連隊與戰士家庭的橋樑。始終堅持從“愛”字出發、“幫”字入手，既嚴格要求，又耐心教育，不濫施懲罰，從而使上下感情融洽，連隊管理工作出現好勢頭。

(五)切實加強後勤管理，抓好“斤半加四兩”，發揮服務保障作用。

我們立足現有條件，大力開展了“雙增雙節”活動，較好地解決了由於經費不足和物價上漲等因素給教育訓練和官兵生活帶來的困難。

1、因地制宜地搞好農副業生產。今年，連隊除種好原有菜地外，還利用業餘時間開墾荒地20餘畝，收穫蔬菜95400多斤，除保障連隊自給外，還創收4030元。此外，還在駐地科技部門幫助下，建起了沼氣灶，節約伙食用煤30多噸。

2、嚴格執行後勤管理的各項制度。黨支部重點抓了伙食管理5項制度的落實，減少了不必要的開支，堵塞了漏洞。在財務開支方面，達到了“三好五無”標準。還開展了“節約一度電、一滴水、一粒米”活動，收倒了較好效果。

3、努力改善連隊的文化生活。在改善物質生活的同時，還投資5600多元裝飾了俱樂部，購置了枱球桌、電子琴、架子鼓，經常開展各種文化活動，促進了兩個文明建設。

二、存在的主要問題

今年連隊建設雖然邁出了一大步，但還存在一些問題：

(一)對新形勢下思想政治工作的新情況缺乏深入研究。在市場經濟大發展的猛烈衝擊下，每個官兵都面臨着利益得失、政策紀律、價值觀念等方面的嚴重考驗。然而，我們對此還缺乏深入研究，解決新問題的措施不力。另外，對幹部戰士消費觀念的變化沒有及時進行引導，少數人中出現超前消費的現象。

(二)管理工作還有漏洞。主要是落實制度尚有死角，致使個別人探家超假、不請假外出等。

三、今後努力方向

XX年連隊要認真貫徹黨的xx屆三中全會、四中全會、軍委擴大會議和全軍政工會議精神，堅持以軍事訓練為中心，進一步加強政治建設和領導班子建設，按《綱要》要求，紮紮實實抓好各項工作，確保部隊的高度穩定和集中統一，圓滿完成上級賦予的各項任務。

(一)進一步抓好堅持四項基本原則、堅定社會主義信念的教育。我們要繼續把堅持四項基本原則、堅定社會主義信念的教育作政治教育的主線，貫穿到各項工作中去。要有計劃、有步驟地學習一些馬列主義的基本常識，提高全連幹部戰士分析問題、辨別是非的能力。

(二)適應市場經濟條件下官兵思想的新變化，進一步加強思想政治工作。要加強對市場經濟條件下教育對象的研究，及時準確地把握部隊的思想狀況，切實做好乾部戰士在國際國內發生重大事件、國家和軍隊頒佈重要政策、改革方案出台、任務轉換、工作調動、入黨人團、獎勵處分、院校招生、轉業退伍、家庭變故、婚戀受挫等情況下的思想政治工作。

(三)進一步明確軍事訓練的中心地位，鞏固和發展現有訓練成果。注重打好基礎，在提高官兵軍事素質上力爭有新的突破。一是要繼續抓好乾部和骨幹訓練，為指導連隊訓練創造條件;二是抓好新兵基礎訓練，努力達到《大綱》要求;三是抓好技能訓練，切實打牢技能基礎;四是抓好連、排兩級戰術訓練，提高靈活處置各種複雜情況的能力;五是抓好後勤保障訓練，提高現有條件下後勤快速保障能力。要廣泛開展軍事比武競賽，堅持以比促訓，以考促訓。

(四)繼續抓好《軍隊基層建設綱要》的貫徹落實，全面加強基層建設。根據我連實際，特別要抓好以下幾個方面的工作：一是充分發揮3個組織的作用;二是進一步搞好文化活動，達到“三場一室一台”要求，力爭連隊藏書850冊以上;三是加強作風紀律培養;四是進一步加強基層民主建設。
